Trenton, NJ -- Further demonstrating his commitment to the environment, Governor Chris Christie today signed an Executive Order that targets air pollution caused by diesel engines used on major transportation construction projects in New Jersey. It calls on the Department of Environmental Protection (DEP) and Department of Transporation (DOT) to create a diesel emission retrofit Pilot Program for construction equipment with the ultimate goal of improving air quality for those living near urban construction sites.
"With tihs Executive Order, we're focused on reducing diesel emissions to help resolve this serious public health issue that disproportionately affects residents in these areas," Governor Christie said.
Limiting exposure to fine particulate matter is a priority for the environmental community and a priority for Governor Christie.
"It is well documented that exposure to such fine particulate matter, of which diesel exhaust is a significant contributor, has cardiovascular and respiratory effects, including cancer, premature death, and increased incidence of asthma, allergies, and other breathing disorders. It is imperative that we reduce those harmful emissions," said DEP Commissioner Bob Martin.
Executive Order No. 60 directs Commissioner Martin and DOT Commissioner JamesSimpson to establish a pilot program that will retrofit 175 pieces ofequipment within three years.
The recently printed budget bill for Transportation includes an amendment to DERA that will extend the compliance date for DERA through December 31, 2012.
The bill requires that all vehicles covered by the law shall have best retrofit technology on or before December 31, 2012. The change will be effective immediately upon passage of the budget, which is expected to be on or before April 1, 2011.
All other provisions of the existing regulations remain the same. The budget bill does not address on-going concerns regarding who is required to comply with the regulations.
